Why he might be annoying:

    He tacitly supported the murder of his father, Tzar Paul I.
    He implemented several liberal reforms early in his reign, then undid them as the years passed.
    He had nine children out of wedlock.
    He died suddenly during a trip to the Crimea and was buried in a closed casket, leading to rumors that he had faked his death and secretly abdicated.

Why he might not be annoying:

    He always felt rather guilty about how he came to the throne.
    His two legitimate children both died before their second birthday.
    At the end of the Napoleonic wars, he recommended the creation of a 'European Confederation.'
    He was the godfather of Queen Victoria.
