Why he might be annoying:

    When he first filed to run to fill Ted Strickland’s vacant House seat in 2006, he could only produce 46 valid signatures out of the 50 necessary to make the primary ballot.
    He pulled a Murkowski with the help of national Democrats and labor unions, starting a successful write-in campaign and thusly winning with an astounding 66 percent of the vote.
    He lost his seat during the 2010 Tea Party wave to Libertarian candidate Bill Johnson (and then lost in a 2012 rematch with Johnson by an even wider margin).
    Because he shares his name with the womanizing Texas Congressman, he had to issue a statement when that Congressman died in 2010, confirming that he was still alive and asking the media to stop running his picture in their obits.

Why he might not be annoying:

    He shares his name with Uncle Charlie from the GAP Band.
    He served nine years on the local office level in the state of Ohio.
    He secured federal funding for police departments, airport improvements and small business incubators, among other projects.
    He voted for the passage of the Senate’s Health Care reform bill in 2010, which was held against him when both he ran for reelection and then attempted to retake the seat the following cycle.
    He suffered a stroke while vacationing and was put into a medically induced coma (he died two months later).
