Why he might be annoying:

He was a puppet of the French, the Japanese and the French again.
Since he exercised little real power, he spent much of his reign on week-long hunting expeditions.
His life in exile centered around golf, bridge and women.

Why he might not be annoying:

His name, taken upon his coronation, translates as 'keeper of greatness.'
Despite his limited power, he tried to reform the judicial and education systems.
In one of his rare public statements from exile he urged reconciliation in Vietnam, saying 'The time has come to put an end to the fratricidal war and to recover at last peace and accord.' (1972)
