Why Hartford, Connecticut might be annoying:

Even though Bridgeport is a bigger city, Hartford is the state capital.
It has no major sports franchises.
The Hartford Whalers (NHL) left in 1997 (they are now the Carolina Hurricanes).
Its other nickname is 'the insurance capital of the world,' which sounds more like a slogan.
It ranked tenth as the worst place to live for people with asthma (2004).
It was the site of the infamous 'Hartford Circus Fire,' which happened during a Ringling Brothers circus performance (1944).

Why Hartford, Connecticut might not be annoying:

It serves as the headquarters of Aetna and United Technologies.
It is such a diverse city, it has several 'sister cities' in places from England to Greece to Puerto Rico.
