Why he might be annoying:

    His name gives chase to Nursery Rhyme puns (see: ‘Jack Sprat could eat no fat’).
    He was a 14-term incumbent who benefited from being a conservative Democrat in a traditional Dixie district that hadn't sent a Republican to Congress since Reconstruction.
    He was among the three Democratic U.S. House chairmen who lost their seats to Tea Party candidates in the 2010 red wave.
    His loss came after his party nominated an unemployed man who was indicted on a felony for showing porn to a co-ed to go up against Jim DeMint and lose; making South Carolina Dems a laughing stock nationally.

Why he might not be annoying:

    He was a captain in the US Army from 1969 to 1971.
    He was known for leading the effort to balance the federal budget under President Clinton.
    More specifically, he co-authored the Balanced Budget Act of 1997, putting the federal budget in surplus for the first time in 30 years.
    He was diagnosed with Parkinson's disease the same year he lost his House seat.
    He was a powerhouse in Congress, serving as chairman of the House Budgetary Committee and was the second ranking Democrat on the House Armed Services Committee (on which he served three of its subcommittees).
    He has been active with the United Way and other civic and charity organizations.
