Why he might be annoying:

    The relatively high speed he travels on his bicycle caused several crashes.
    He failed the anti-doping tests during the 1997 Tour de France’s second stage when an anti-asthma drug called Clenbuterol was detected in his body, resulting in his retirement from sports.
    When cyclists hear his name, they freak out because of the crazy speed he travels.

Why he might not be annoying:

    He was called 'The Tashkent Terror' because of the extremely high speed he travels.
    He, Eddy Merckx, and Laurent Jalabert are the only cyclists that won the Points Competition in all three Grand Tours so far.
    A punk band, established in October 19, 1998, is named after him.
