Why he might be annoying:

    In 1977, he and former Kentucky Lieutenant Governor Julian Carroll were investigated on corruption charges related to state insurance kickbacks during Ford's tenure as governor.
    He initially supported a constitutional amendment halting desegregation busing.
    He was a staunch lobbyist of the tobacco industry.
    He sought to become the US Senate Majority Whip in 1987, but lost to Alan Cranston from California.
    He voted in favor of the 1996 Defense of Marriage Act.

Why he might not be annoying:

    He was married to the same woman for over 70 years.
    He served in the US Army during World War II (1944-46), and he served in the Kentucky National Guard (1949-62).
    Under his governorship, he was able to sustain a budget surplus that helped fund several construction projects.
    He and Missouri senator Kit Bond co-chaired the Senate National Guard Caucus, a coalition of senators committed to advancing National Guard capabilities and readiness.
    He supported cleaner coal technology in later years.
    He supported a motor voter law that made it easier for Kentuckians to register to vote.
    Bill Clinton praised him stating, 'He was a devout believer in the power of good government to bring opportunity and prosperity to everyone. He had just the right balance of toughness and compassion, good humor and serious purpose.'
