Why he might be annoying:

He looked like Louis B. Mayer.
He was fiscally conservative - and yet supported the New Deal wholeheartedly.
He supervised the spending of $370 billion (in layman's terms, that's three times more money than had passed through the hands of his 50 predecessors combined).
His famed Morgenthau Plan (which aimed at crippling German industrial potential after the war) was never put into effect. 

Why he might not be annoying:

He was the only Jewish member of President Roosevelt's administration.
He had a major role in shaping foreign policy during World War II, especially with respect to Lend-Lease and support for China.
He did everything he could to help Jewish refugees from the Holocaust, chiding the administration for its slowness on the issue and calling it 'acquiescence to the murder of the Jews.'
His advocacy led the President to create the War Refugee Board, the first attempt of the United States to deal with the annihilation of Europe's Jews. 
He retired after Roosevelt's death, devoting himself to farming, philanthropy, and foreign travel.
