Why he might be annoying:

During the administration of George H.W. Bush, he frequently clashed with Attorneys General Dick Thornburgh and William Barr.
By the end of his tenure, morale at the FBI had plunged in the wake of the sieges at Ruby Ridge and Waco.
A Justice Department report accused him of ethical violations, including using FBI planes to visit relatives and friends, using agents to run personal errands, and having a $10,000 fence built around his house at taxpayers’ expense.
He was the first FBI director to be fired (July 19, 1993).

Why he might not be annoying:

He was married to Alice Lewis for 67 years until her death.
He broadened recruiting policies at the FBI to attract more women and minority agents.
He oversaw the automation of the FBI’s fingerprint database, which reduced the turnaround time for fingerprint searches from months to hours.
