Why Noggin might be annoying:

    It is owned by the same entity that brought us MTV and Nickelodeon.
    Like many other children's networks, their programming tries constantly to appeal to teens.
    However, they started showing reruns of Nick Jr. programming.
    It aired the inane Canadian import DeGrassi: The Next Generation.

Why Noggin might not be annoying:

    It was, for awhile, the only place to see vintage episodes of PBS programs Sesame Street, 3-2-1 Contact and The Electric Company.
    They were once commercial free for the most part (except promos for their programming).
    They originally intended to be an education station much like PBS.
