Why he might be annoying:

    During a speech, he told the crowd a story saying he offered a contract to a HUD contractor, then took it away after he mentioned he did not like George W. Bush.
    When Senator Frank Lautenberg called for his resignation, he took back the story saying it wasn’t literally true, it was used only as an example of how politics worked in Washington.
    The FBI investigated whether or not he arranged for special deals for two of his friends.
    He has been accused of withholding funds for political reasons.

Why he might not be annoying:

    He is the youngest of twelve kids.
    The Housing Authority of Dallas was repeatedly named as one of the ‘best managed large-city housing agencies' under his leadership.
    He was unanimously confirmed by the U.S. senate.
