    Builder and decorator specializing in music hall restorations
    Chaired the Whitechapel Vigilance Committee (1888-1890)
    Received the 'From Hell' letter and a package containing half a human kidney (October 16, 1888)

Why he might be annoying:

    He was expelled from the Freemasons for not paying his dues (1889).
    One of the reasons for forming the Vigilance Committee was concerns that the Jack the Ripper killings would drive business out of Whitechapel.
    He originally thought the 'From Hell' letter was a practical joke and planned to throw it (and the kidney) away until two other Vigilance Committee members convinced him to take them to a doctor (who confirmed that the kidney was human).

Why he might not be annoying:

    He and the Committee's treasurer wrote an open letter urging the government to offer a reward for information about the Ripper murders.
    After the government declined, the Committee members raised and offered their own reward.
    Even before the 'From Hell' letter, he received a large number of threatening letters.
    He was placed under police protection after a 'suspicious looking' mean was reported loitering near his house.
    Of the many letters allegedly sent by Jack the Ripper, 'From Hell' is the one regarded by modern criminologists as most likely to have actually been written by the killer.
