Why he might be annoying:

As his first act in Congress, he tried to object to certifying the election of Donald Trump. The objection was ruled out of line by then-Vice President Joe Biden on the grounds that it had no Senator as a co-sponsor.
    He is a vegan.
He fly-away hair drew comparisons to a mad scientist. (He eventually started slicking his hair down.)
He described the Republican Party as ‘a mass religious cult.’

Why he might not be annoying:

After he testified before the state Senate to explain why Maryland should not amend its Constitution to ban same-sex marriage, Senator Nancy Jacobs responded, ‘My Bible says marriage is only between a man and a woman. What do you have to say about that?’ He replied, ‘Senator, when you took your oath of office, you placed your hand on the Bible and swore to uphold the Constitution. You did not place your hand on the Constitution and swear to uphold the Bible.’ (March 1, 2006)
    He survived colon cancer (2010).
He introduced the bill that legalized medical marijuana in Maryland (2014).
His son Tommy committed suicide at age 25 while suffering depression (December 31, 2020).
Asked how he could assume a high-profile role in the impeachment so soon after his son’s death, he said, ‘It may sound too mystical and spiritual or religious for some of my rationalist friends, but I felt very much the spirit of my son with me.’
