    Pleaded guilty to four misdemeanor charges of withholding information from Congress during the Iran-Contra affair (1988)
    Pardoned by President George H.W. Bush (1992)

Why he might be annoying:

    He headed a delegation that traveled to Iran as part of the arms for hostages trades.
    The day before he was scheduled to testify before the Tower Commission investigating Iran-Contra, he attempted suicide by overdosing on Valium (February 9, 1987).
    Although he admitted that he was guilty of withholding information, he still complained that he had been unfairly singled out for prosecution.

Why he might not be annoying:

    He was married to Jonda Riley for 63 years.
    He served two combat tours in Vietnam, earning a Bronze Star.
    Before he resigned as National Security Advisor, he urged the Reagan administration to stop sending arms to Iran.
