Why he might be annoying:

He was arrogant.
He was a Republican who joined a Democratic administration.
He was one of the chief architects of the escalation of the Vietnam War.
According to Robert S. McNamara, he advocated threatening to nuke North Vietnam to improve America's negotiating position.
Asked if he had any regrets about his advice on Vietnam, he replied 'Yes, but I'm not going to waste the rest of my life feeling guilty about it.'

Why he might not be annoying:

He was valedictorian of his class at Groton.
He was the first student at Yale to get perfect scores on all three of their entrance exams.
During World War II, when the Army rejected him because of his poor vision, he memorized the eye chart to pass the test on his second try.
LBJ liked to humiliate him by insisting that he deliver briefings while Johnson did his business on the toilet.
