Why he might be annoying:

    He was connected to businessman Armand Hammer, who helped fund Soviet spying and was very corrupt.
    J. Edgar Hoover could not pursue Hammer because Gore was able to protect him.
    He voted against the Civil Rights Act of 1964.
    He was very liberal, which would eventually lead to his defeat by Republican Bill Brock.
    After his Senate career, he became Vice President of the Occidental Petroleum Company, of which Hammer was president.

Why he might not be annoying:

    He refused to sign the Southern Manifesto.
    Gore was one of the few Southern Senators who generally supported civil rights, voting for the Voting Rights Act of 1965 and the Civil Rights Act of 1968.
    He opposed the Vietnam War.
    He lost reelection by a narrow margin in 1970, partially due to his stances on civil rights and on the Vietnam War.
