Why he might be annoying:

He introduced a bill to make it a federal crime to sell or rent a violent video game to a minor.
He directed funds from the Congressional Hispanic Caucus PAC to two of his sons' unsuccessful campaigns for California state offices.
Members of his staff claimed to have been pressured to work on his son's campaign while ostensibly on a staff retreat in California.
Six female members of the Hispanic Caucus resigned, claiming he showed disrespect to women.
He allegedly called Rep. Loretta Sanchez a 'whore' and Rep. Hilda Solis a 'kiss-up' to Nancy Pelosi.

Why he might not be annoying:

He served as a paratrooper with the Army in Vietnam (1966-68).
He became the first member of Congress to win the California Hunger Fighter Award (2006).
He denied making the 'whore' comment about Sanchez and apologized to Solis for the 'kiss-up' comment.
