    Prime Minister of France (1991-92)
    French delegate to the European Commission (1994-99)

Why she might be annoying:

    She called homosexuality an Anglo-Saxon 'problem' that was largely absent in France.
    She referred to the Japanese as 'yellow ants trying to take over the world.'
    At 10 months, she spent the shortest time in office of any Prime Minister of France's Fifth Republic.
    She annoyed colleagues at the European Commission by showing up unprepared and using meetings to catch up on her personal correspondence.
    She was the subject of fraud allegations that forced the resignation of the entire European Commission (1999).

Why she might not be annoying:

    When she was named Minister of Industrial Redeployment, she rode French motor scooters to work to demonstrate they were as good as Japanese ones.
    Despite being a Socialist, she developed a good rapport with business leaders.
    She was the first woman named Prime Minister of France.
    An investigation into the fraud charges found no evidence of criminal conduct on her part.
