Why she might be annoying:

    The head of a Florida trade association said, 'She kicks the door open, throws in a hand grenade, and then walks in to shoot who's left. She really doesn't like to compromise.'
    Policy specialist Marsha Coleman-Adebayo, who filed a successful discrimination suit against the EPA, accused her of ignoring racism by the 'good old boys' who dominated middle management at the Agency.
    She was a frequent target of conservative concern over the influence wielded in the Obama administration by policy 'czars' who did not require Senate confirmation.
    She was unable to convince Congress to enact comprehensive climate change legislation.

    As legal counsel to the Senate Committee on Energy and Natural Resources, she dived in coastal waters while pregnant to perform research (1987).
    The Senate unanimously confirmed her nomination to head the EPA (June 21, 1993).
    A history of the Agency described her as 'one of the ablest administrators ever to head the EPA.'
    She was honored by the American Lung Association for 'the toughest action in a generation to safeguard public health from the threats poised by air pollution.'
    After the Deepwater Horizon oil spill, Politico commented, 'Her calm, authoritative television presence during the BP disaster made her one of the few officials whose stature was enhanced in the aftermath of the Gulf catastrophe.'
