Why he might be annoying:

He was expelled from Massachusetts Agricultural College.
As Attorney General, he appointed J. Edgar Hoover as head of the fledgling FBI.
He ascended to the Chief Justice position after FDR's court-packing scheme drained the court of the old conservatives.
His court was filled to the brim with young liberal justices who could not get along.
It was a venomous time during his tenure, with many strong personalities feuding. He barely controlled the court.
He served the shortest term as Chief Justice in the 20th century.
He was 69 years old when he became Chief Justice.
His court upheld the internment of Japanese citizens (Korematsu v. United States).

Why he might not be annoying:

He agreed with most of FDR's New Deal proposals.
He challenged FDR when he shut the doors to the courts after trying several accused spies under the Articles of War.
He ruled that school children and teachers could not be forced to salute to the American flag (1943).
His court marked a turn when the Supreme Court started focusing on cases dealing with civil liberties.
