    Represented Italy at the Paris Peace Conference (1919)
    Member of the Constitutional Assembly that wrote a new constitution after Italy changed from a monarchy to a republic (1946-48)

Why he might be annoying:

    Georges Clemenceau called him 'the weeper' over his frequent complaints at the Paris Peace Conference.
    He was forced to resign as Prime Minister for failing to secure the Austro-Hungarian territories promised to Italy for entering World War I on the Allied side (specifically, the Dalmatian coast, which went to Yugoslavia, and the port of Fiume, which became an independent city).
    He supported Benito Mussolini's seizure of power.
    After retiring from the Chamber of Deputies (1925), he broke his political silence once, to send Mussolini a congratulatory letter after the conquest of Ethiopia (1935).
    He attempted a political comeback, running unsuccessfully for President of Italy (1948).

Why he might not be annoying:

    His first act on becoming Prime Minister was to reassert civilian control over the army and fire incompetent commander Luigi Cadorna.
    He also implemented new policies to treat Italian soldiers less harshly and improve morale.
    He supported a proposal by the Japanese delegation to add a racial equality clause to the Treaty of Versailles.
