Why he might be annoying:

    He voted against the Rehabilitation Act of 1973, a major disability rights bill.
    He was very conservative, voting with the American Conservative Union's position 90% of the time.
    He advocated public execution of drug dealers.
    Louisiana's economy fell while he was Governor.
    He attempted to run for the House in 1998, but lost in the primaries to David Vitter.

Why he might not be annoying:

    He was the first Louisiana Republican Representative elected since reconstruction and the first Republican Governor elected since reconstruction.
    He voted against the disapproval of a reorganization plan that strengthened the Equal Employment Opportunity Commission (1978).
    The economy fell due to an oil bust, which was beyond his control.
    He appointed more blacks to state positions than any previous Louisiana Governor.
    He established the Louisiana School for Math, Science, and Arts.
