Why he might be annoying:

    When he ran against his former mentor, conservative Democrat Patricia Sher, for a seat in the Maryland State Senate (1994), Sher said it was 'like one of my sons has kicked me in the mouth with a boot.'
    'Time' magazine threatened to sue over a campaign brochure showing him on a faked cover of the magazine (2002).
    'Washingtonian' wrote about his typically rumpled appearance, 'His pants usually look a size too big.'
    He received 0% ratings from both Citizens Against Government Waste and the National Taxpayers Union (2010).

Why he might not be annoying:

    While working on the staff of the Senate Foreign Relations Committee, he and fellow staffer Peter Galbraith traveled to Turkey to document Saddam Hussein's use of chemical weapons against Iraq's Kurdish minority (1988).
    He impersonated Paul Ryan to prepare Joe Biden for the Vice-Presidential candidates' debate (2012).
    The first bill he introduces each session is one to full fund No Child Left Behind and the Individuals with Disabilities Education Act.
