    He used his political connections to hold military positions beyond his ability.
    He suffered a humiliating defeat in battle at Big Bethel, Northern Virginia (1861).
    He offended the Dutch by seizing $800,000 from their consul in New Orleans (1862).
    He issued orders that should any woman of New Orleans disrespect a Union officer, she would be treated as a prostitute.
    He executed a Confederate supporter on charges of desecrating the flag, following its removal from the U.S Mint in New Orleans (June 1, 1862).
    He was to be executed as a war criminal if the Confederacy won the Civil War.
    He resigned from command following several military blunders (November 1865).

    He campaigned for workers' rights.
    While commanding Fort Monroe, he refused to return fugitive slaves to their masters.

    New Orleans was unusually healthy and orderly under his command.
    He wrote the Ku Klux Klan Act (1871), protecting Black citizens from mob persecution.
    He lost money in a hoax investment scam (1872).
    He was praised as an exceptional lawyer.
