    Co-Sponsored the Smoot-Hawley Tariff (1930)

Why he might be annoying:

    Many historians believe the raising of import tariffs, as a result of the Smoot-Hawley Act, exacerbated the Great Depression.
    Minnesota Congresswoman Michele Bachmann made an ass of herself, by claiming on the floor that the ‘Hoot-Smalley Act,’ an act passed under Roosevelt (it was actually Hoover), led to the Great Depression.
    After passing the Act, he was voted out of office.
    Henry Ford called the Smoot-Hawley Tariff 'economic stupidity' and urged President Hoover to veto it.

Why he might not be annoying:

    He was discussed in the history class scene from ‘Ferris Bueller’s Day Off.’
    He served as president of Willamette University in Oregon (1891-1902).
    He practiced law until his death.
