Why Caracas, Venezuela might be annoying:

    It was seized by a British buccaneer and torched when the Spanish refused to pay a ransom (1595).
    Parts of the city were leveled by earthquakes in 1641, 1812 and 1967.
    In an attempt to improve the dangerous traffic, 120 mimes were hired to silently rebuke bad drivers (2011).
    It was ranked as the third most dangerous city in the world, with 119 homicides per 100,000 population (2012).
    As of 2013, tourists have the choice of either exchanging their money at the official rate and thus paying the equivalent of $50 for a pizza, or using the black market exchanges and risking arrest.

Why Caracas, Venezuela might not be annoying:

    It was the birth place of Liberator Simon Bolivar.
    Its average daily temperature varies only five degrees from January to July, inspiring the saying 'never cold, seldom hot.'
    Its Ciudad Universitaria de Caracas, featuring sculptures by Jean Arp, murals by Fernand Leger and mobiles by Alexander Calder, became the first modern campus to be designated a UNESCO World Heritage Site.
    It has the world's cheapest gasoline at 23 cents a gallon (2013).
