Why he might be annoying:

During his tenure as commissioner, the NHL has had two lockouts (1994 and 2004-5).
The current lockout may cancel the entire 2004-2005 season because of his insistence on implementing a salary cap.
Many Canadians feel that he is trying to Americanize hockey and didn't appreciate the place hockey had in Canada's culture.
His strategy to expand the sport made it difficult for Canadian-based teams to survive.

Why he might not be annoying:

He is the first person to be named Commissioner of the NHL (the league previously had Presidents in charge)
During his tenure, the league has grown from 21 to 30 teams.
There are teams in Arizona, Florida, Tennessee and Texas which were considered non-traditional hockey markets.
Revenue has risen from $400 million to over $1.6 billion.
