Why he might be annoying:

    He was also president of the World Society of Friends of Suspenders, an organization that tried to stop women from replacing garter belts with pantyhose.
    There were allegations of backroom dealings and bribery over his election as FIFA president, with the vice-president of the Confederation of African Football later claiming to have been offered $100,000 to support Blatter.
    During his presidency, financial mismanagement at FIFA and its marketing partner ISL resulted in losses of $100 million.
    He has a knack for drawing criticism from the media, soccer officials and players with controversial remarks.
    He said Latin American fans would 'applaud' John Terry for having an extramarital affair.
    He said female players should 'wear tighter shorts and low cut shirts... to create a more feminine aesthetic.'
    He suggested that racist incidents on the field should be settled with a handshake.
    In comparing players, he said Lionel Messi was 'a good boy' while Christiano Ronaldo 'spends more time at the hairdresser.'
    After human rights organizations protested the 2022 World Cup being awarded to Qatar for (among other reasons) its laws against homosexuality, he joked 'I would say they [gay fans] should refrain from any sexual activities.'

Why he might not be annoying:

    He is fluent in German, English, French, Spanish and Italian.
    Internal investigations by FIFA and external ones by the Swiss government have yet (as of 2013) to turn up evidence of personal wrongdoing on his part.
    He apologizes a lot.
    After apologizing over the handshake remarks, he announced a 'zero tolerance' policy in which players guilty of racist behavior would be thrown out of the game.
    He played a key role in arranging FIFA support for the World Health Organization's 'Kick polio out of Africa' campaign.
    He has used FIFA funds for soccer development in the third world to give 'the minnows the chance to swim with the big fish.'
    In a speech at the Oxford Union, he joked about his and FIFA's portrayal in the British tabloids: 'There are those who will tell you of the supposed sordid secrets that lie deep in our Bond villain headquarters in the hills above Zurich.... They would have you believe that I sit in my office with a sinister grin, gently stroking the chin of an expensive, white Persian cat as my terrible sidekicks scour the earth to force countries to host the World Cup and to hand over all of their money.'
