Why he might be annoying:

    In terms of his voting record, he was basically a rubber stamp for the Bush administration.
    He opted against running for reelection to pursue the Senate seat left vacant by Mark Dayton. He lost to Amy Klobuchar.
    He accused Michael Moore of deceptively editing his interview for Fahrenheit 9/11 (clips of which made into the documentary's trailer).

Why he might not be annoying:

    As an executive he started out with Pillsbury and Macy's.
    Although a conservative Republican, he had a great record of bipartisanship.
    His three terms in Congress were constantly threatened by redistricting.
    Michael Moore omitted his saying that he had a nephew serving in Afghanistan when he tried to enlist him in a mock recruiting effort for Congressmen's kids.
    Moore basically issued a non apology and doubled down when he was called out for his misrepresenting the interview.
    After leaving Congress, he held a variety of positions, including President of the University of North Dakota (2016 to 19) and the University of Colorado President (from 2019 to 2021).
    Anderson Cooper of CNN said of him: '[Mark] Kennedy doesn't ignore the elephant in the room. To the contrary, he looks it straight in the eye.'
