Why he might be annoying:

He won reelection in 2002 because he lied about the budget deficit, saying that it was half of what it really was.
His reelection in 2002 was not won by a majority vote (he got 47.4%).
His solution to the budget deficit was to bring in $12 billion in taxes and to cut school funding.
He could be the first governor thrown out of office on a recall since 1921.
He handled the California energy crisis poorly, doing very little to ease it.
He offered pensions to some workers that were worth 90% of their working salaries.
His lieutenant governor, Cruz Bustamante, betrayed him by running in the recall election.
The 2002 governor's reelection campaign was marked by vicious attack ads on both sides.

Why he might not be annoying:

He is a moderate who is neither very liberal or very conservative.
He refuses to give up even though he has only a 20% approval rating.
During his service in Vietnam, he won the Bronze Star for valor.
