Why he might be annoying:

He is a cartoon character that appealed to children, which is a forbidden market for tobacco.
He smokes.
His nose is a subliminal (actually pretty obvious) phallic symbol (penis).
The Camel's share of the illegal children's cigarette increased from 0.5% to an estimated 32.8%, representing about $476 million in annual sales.
1/3 of 3 year old children were able to identify Joe Camel and 94% of high school students could as well (Journal of the AMA, 1992).
According to the US government, smoking went up 73% among youth during the Joe Camel years.
He is not sure if he is carrying a camel hump on his back or a tumor.

Why he might not be annoying:

Mike Salisbury the creator of Joe said '...how I personally feel about being known for this piece of crap that people think is great advertising. It's a pretty shitty piece of art.'
He demonstrated the way advertising brainwashes it's audience.
