Why he might be annoying:

    He allied himself with the Dixiecrat wing of the Democratic Party.
    He opposed the Civil Rights Act of 1964 and said, 'With all these demonstrations the NAACP is violating more laws than the states are. The big thing this country has overlooked is J. Edgar Hoover's statement that the civil rights movement is communistically inspired, and J. Edgar Hoover knows what he is talking about.'
    He used race baiting in his reelection campaign in 1964, managing to defeat his liberal opponent Ralph Denton by distributing a picture of him with a respected black physician.
    His opposition towards LBJ's 'Great Society' programs came close to costing Nevada the crucial Southern Nevada Water Project, which boosted the economic development of Las Vegas.
    When James Bilbray defeated Baring (who was in ill health) in the primaries in 1972, he exacted his revenge by endorsing the Republican candidate David Towell, who won the election.
    Because of his years of smoking and constant weight problems, he developed emphysema and heart strain.

Why he might not be annoying:

    He boldly opposed FDR's court-packing scheme while a member of the Nevada state assembly, nearly costing him his political career.
    His motto was 'Nobody likes Walter Baring but the voters.'
    He once actually wrapped himself in an American flag.
    He opposed the welfare system.
    He was well liked by the conservative voters in his state because he was a maverick who refused to cooperate with the Democratic leadership.
    He supported the Civil Rights Acts of 1957 and 1960.
    He also supported the Voting Rights Act of 1965.
    He died while having hip surgery; the strain on his heart and lungs was too much for him.
