Why Scandal (TV) might be annoying:

It drew immediate comparisons to 'The Good Wife.'
A lot of the main characters have dirty secrets throughout the series.
For instance, Olivia had a sexual relationship with then-presidential candidate Grant during his campaign.
Everybody is essentially manipulative bastards or bitches at one point or another.
If it aired in the daytime, it would have probably been renamed 'Capitol' (a short lived daytime soap opera).

Why Scandal (TV) might not be annoying:

It cast numerous familiar faces.
It was created by 'Grey's Anatomy' helmer Shonda Rhimes.
The female characters, notably Olivia, are depicted as strong and independent.
It has a strong following on social networking sites.
The stories were loosely based off of former press aide Judy Smith who worked under George Herbert Walker Bush.
