Why he might be annoying:

    At 9:30 on the night of the sinking, he received a message from the Mesaba that an ice field lay directly in the Titanic's path.
    Instead of sending the message to the bridge, he put it aside while he continued to transmit a backlog of messages from passengers to the Cape Race wireless station in Newfoundland.
    Later Second Officer Charles Lightoller called the failure to dispatch the message to the bridge 'the main contributory cause' of the disaster, stating that if he or the captain had seen the message, they would have slowed or stopped the ship.
    At 11:00, he received another ice report from the Californian, to which he snapped, 'Shut up, shut up, I am busy working Cape Race!'

Why he might not be annoying:

    The warnings from the Mesaba and Californian were sent without an 'MSG' heading that was used to signify a message to be sent directly to the captain.
    A number of other ice warnings (albeit none as urgent as the Mesaba's) had been sent to the bridge.
    After the collision with the iceberg, he sent out distress signals to summon other ships for help.
    He continued working for fifteen minutes after Captain E.J. Smith formally relieved him of his duties, abandoning the wireless room only when the power supply gave out.
    While he was sending messages, a stoker tried to steal his lifejacket.
    He clung to an overturned lifeboat through most of the night, only to succumb to hypothermia just before the arrival of a rescue ship.
