Why he might be annoying:

He is a big boy - he should stop crying over everything!
He choked up and started bawling when he was giving a speech opposing the appointment of John Bolton (May 25, 2005).
He became emotional and broke down when he heard the Cleveland Browns were moving to Baltimore.
When President Clinton signed the 'Ed-Flex' bill, he started crying with joy.
There was an online campaign to send as many boxes of tissues to him as possible.

Why he might not be annoying:

He usually wins an election in a landslide victory.
As mayor, he helped save Cleveland from bankruptcy.
As governor, Ohio saw 500,000 new jobs created.
He was unfairly depicted as disloyal in a campaign ad because he isn't President Bush's crotch dog.
He urged President Bush to decrease the expenditures of the government.
He ran for re-election in 2004 because he wanted to secure a stable future for his children and grandchildren.
He seems genuinely worried about the future of the United States.
He is well-liked in Ohio.
